Started in 2001, the Dot NAME top-level extension is the single TLD planned for personal web pages only. These domains can consist of personal or fictitious names, nicknames and/or other designations people are famous by. Initially, just third-level registrations were possible, so if you planned to secure john.doe.name, you would have to do that under .doe.name. In 2004, however, the registration process was liberalized and 2nd-level registrations were also allowed. Already acquired third-level names remained running.
